Full BIOGRAPHY:
Mr. Evans is the CEO, Evans and Associates Company of Arkansas, LLC. He has served as Special Consultant for Systems Design for the Department of Workforce Education/ Arkansas Rehabilitation Services. He was named Client Advocate for people with Disabilities for the State in 2004. On October 1, 1996, Dr. Evans was appointed by Governor Mike Huckabee as Director of Disability Determination for the Social Security Administration for the State of Arkansas. Before that he served as Interim Director for the Capital Zoning Commission with the State Building Services. As Director of DDSSA, he served as a Cabinet Member to the Governor.
In December of 1998, he received the Disability Leadership Award from the Social Security Administration. Under Dr. Evans leadership, the Agency (DDSSA) received the Commissioner’s Citation Award for Excellence in Performance by the Social Security Administration every year.
A native of Jonesboro, in 1984 he was the first African-American to be elected to the Jonesboro City Council where he served six terms and served as Vice-Mayor from December 1984 to July 1996.
Dr. Evans was one of six inducted in the Arkansas Black Hall of Fame in October 1996. In December of 1996, he received the Community Service Award from the Arkansas Medical, Dental and Pharmaceutical Association. In April of 1997 he was one of four inducted into the Arkansas Swimming Hall of Fame; becoming the first African-American inducted. His portrait and brief biography is on display at the International Swimming Hall of Fame in Fort Lauderdale, Florida. He received the “Bridging the Gap” Award from the University of Arkansas Medical School (UAMS).
Governor Mike Huckabee appointed him in July 2002 to the Developmental Disabilities Board. He also appointed him to the Olmstead Steering Committee, the GIST Committee, the Tefra Committee, as well as appointing him as Chairperson for United Way for State Agencies. The Governor and Mayor Jim Dailey appointed him to the City of Little Rock Workforce Investment Board in February of 2000 and was reappointed in 2004 where he is chairman of the Performance and Evaluation Committee.
He serves on the Advisory Council for Education of Children with Disabilities for the State Department of Education. He is a member of Central Arkansas United Way Board, Little Rock’s Housing Advisory Board, Pulaski County Advisory Board On People with Disabilities and the Little Rock’s Christian Men’s Club and 4th degree in the Knights of Columbus.
In 1993, Dr. Evans helped Congress pass the Brady Bill named after former White House Press Secretary Jim Brady, as well as the passage of the 1990 Americans with Disability Act, known as ADA.
Dr. Evans has been recognized by President George W. Bush, President Bill Clinton, the United States Congress, Governor Mike Huckabee, former Governors Jim Guy Tucker, David Pryor, Dale Bumpers, the Arkansas House of Representatives and numerous other organizations for his many achievements to the State of Arkansas. He is known as a Community Leader, a World Champion Swimmer and for his unselfish commitment to enriching the lives of people in Arkansas and the nation.
He has been recognized from 1985 to the present in “Who’s Who among African-Americans”. In May 2002 he was recognized in Who’s Who Historical Society. He has been featured in numerous publications, networks and radio talk shows including ABC, CBS, NBC, BET, and UPN 38; Fox nationally and locally, City and Town, Ebony, Jet, Arkansas Times, Team Rehab and Power Play magazine.
In 1992 he became the first African-American to swim in the Paralympic in Barcelona, Spain and was an alternate for the 1996 Paralympic in Atlanta, Georgia. He returns to swimming and was a member of the 2004 Paralympic Swim Team in Athens, Greece. Evans again showing age is only a number made the 2008 Paralympics Swim Team for Beijing, China.
He’s held World, American and Paralympics record in swimming; setting 6 World records: one Paralympics record in Barcelona, 61 American records, 8 Pan-American records and winning 69 National Championships. He presently holds four American and four Pan-American records.
Dr. Evans travels throughout the state and country speaking to groups on nutrition, health education, self esteem, goal setting, diversity and drug abuse. His motto is “Believe in Yourself.’’
In 1993 and 1995 the United States Disable Swim Team named him “SWIMMER OF THE YEAR”. Becoming the first African-American to hold such honor.
He holds a Bachelors Degree in Music and Health Education from Arkansas State University. He is a graduate of ASU Regional Leaders Program. His Doctorate is in Nutrition Counseling from LaSalle University where he graduated cum laude. He is a member of the American Dietetic Association and the Arkansas Chapter. Dr. Evans received additional certification in the Certified Public Manager’s Program at the University of Arkansas at Little Rock. He also completed the Disability Hearing for Administrators and Managers by the Institute of Administrative Justice at McGeorge School of Law in Sacramento, CA. in 2000. He is certified in Health Education from the University of Oklahoma. In October of 2002 the Council on Quality and Leadership certified him for personal assessment for the Department of Health and Human Services from Towson, Maryland. He received certification in Emergency Management Institute from FEMA 2006. In October 2007 he received his certification as a Master Practioner from Fitour (personal trainer). He was one of twenty from the country to complete the National Training Workshop for New Leadership Development for individuals with disabilities in Culturally Diverse Communities. He receives on going training in the ADA.
Dr. Evans was one of two, in the nation, chosen and awarded the National Easter Seal Society’s Johanna Cooke Plaut Community Leadership Award and was featured and interviewed by ABC’s Sportscaster Al Michael on the 1996 National Easter Seal Telethon in Pasadena, California.
He is married to his wife Helen and has two children and a grand daughter.
